Where can I find the online Operation Blue Roof application form?
Operation Blue Roof provided by the US Army Corps of Engineers working with FEMA. Your disaster blue roof application needs to be filed between 8am and 8pm EST.

Florida Hurricane Ian (FEMA DR-4673-FL), your declared disaster date Sept. 29, 2022. Operation Blue Roof funding was announced and provided to the USACE on Oct. 8, 2022 (FEMA press release). 

For other states, calculate about 10 days from your disaster date as declared by FEMA. You should follow the same process and notify your emergency management agencies of your need for the blue roof program.

Sign up as soon as you can. This program always has a limited time period. If your insurance doesn't cover this type of temporary repair then register to get your scheduled appointment. Typically registration is open for 2 weeks only.

The Operation Blue Roof signup page allows access between the hours of 8AM and 8PM which I believe is EST. 

Every Blue Roof Operation has it's own unique access link. Please use the USACE webpage to get the most up to date link.

IMPORTANT NOTE: If you have called the 888-ROOF-BLU number and get the message that the program is not active for your area then the link will not work either. You're going to be seeing "EAMS-A Login" which is not at all the Operation Blue Roof login I remember from previous storms. And if you attempt to create an account at EAMS-A it will not allow you access. Now, follow the following steps and light a fire under the feet of those responsible for activation of this program.

Just about every state in the USA uses a different name of the agency you need to contact. Most of your Emergency Preparedness Agencies are in the same group as your Homeland Security people which most likely will be with your local Sheriff Offices that communicate directly with the Governors Disaster Team. The path is simple to activate Operation Blue Roof but the agencies involved seem to delay for 2 weeks after every disaster.
The organizational chart and program flowchart would look like this: County / Parish Office of Homeland Security notifies the Governors Office of Homeland Security who meets every 4 hours with FEMA area representative who has to notify FEMA HQ to activate the USACE Operation Blue Roof. 

I'll use Florida Fort Myers for my example.

    Start asking every 6 hours of every day until you see the program USACE Operation Blue Roof active. 
    Don't be shy and don't think for a minute your state didn't know this process takes time.

    Your insurance adjuster can pay a crew to put up tarps if your coverage allows. 

It's important that you become your own advocate for disaster assistance and services. It's also important that you understand policy, procedure, chain of custody and command related to disaster recovery resources.
