The Continuum of Care (CoC) Program is designed to promote community wide commitment to the goal of ending homelessness provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness promote access to and effect utilization of mainstream programs by homeless individuals and families and optimize self-sufficiency among individuals and families experiencing homelessness.

We have a very heavy demand for housing assistance in the state of Louisiana.
We have Not for Profits and Foundations given federal grants from HUD and other agencies to provide assistance to households in need.
The state of Louisiana OCD receives millions of federal taxpayer dollars for housing assistance and is granted by HUD the day of the declaration Rental and Mortgage assistance but never seems to convey this information to those that are in need of assistance today.

The list below is your first step in finding Rental and Mortgage assistance paid for by HUD. The Governor of Louisiana stated 3 times so far to look toward Not for Profits, Organizations and Foundations for assistance before calling the state or FEMA. This is very true, HUD supports more Grantees in our state than the state. We have many outlets for assistance but we have very few that will be willing to assist.

HMIS: Homeless Management Information System
These resources are intended to assist Homeless Management Information System (HMIS) Lead agencies, Continuum of Care (CoC) representatives, and HMIS vendors in designing, implementing, and maintaining an HMIS.

CoC: Continuum of Care Program
The CoC Program provides funding to states, localities, and nonprofit organizations to provide permanent housing, transitional housing, supportive services, HMIS, and, in some cases, homelessness prevention.

As updates from disaster victims roll in this list will be updated. Funds from HUD should be availble to those in need of rental and mortgage assistance. I'll publish the people you will need to email to request from HUD Regional Offices the allocations needed to assist you with housing costs. HUD offers Rental Assistance for long term recovery and mortgage assistance to those not able to live in their homes that currently have a mortgage. You can not apply for both, and the state will most likely select the lessor amount to offer. First you must attempt to secure assistance from the listed Not for Profits before asking the state and parish governments.

Citizens are being fleeced each and every disaster of tax dollars allocated to assist in their recovery after a declared disaster. States that go unchecked little or no program oversight cost us millions.
