This Grant Calculator provided is designed to calculate HUD CDBG-DR Grants based on Reimbursements, Repairs and Duplication of Benefits. I added the calculation rules from Public Laws 115-123 and 115-254. I also added HUD Guidance that was published June 14, 2019. HUD Guidance released June 14, 2019 covering disasters between January 1, 2015 and December 31, 2017.
Let's get started:
1. Below you'll see the results fields. This is populated after you complete the form and submit the form for calculation. This form is not saved, none of your information is saved, it is for your private use and your recreational use. The numbers should match those numbers presented by your state in their grant form.

This is for recreational use only.
- Reimbursement with overhead:
- Repair with overhead:
- Estimated Total Grant: $0.00
- Total Duplication of Benefits (DOB): $0.00
- Total Adjusted Grant Award: $0.00
- Reimbursement Check: $0.00
- Repairs Check: $0.00
Reimbursement grant $0.00 paid at time of grant closing.
Repair grant $0.00 paid on or before final grant signing.
When entering Reimbursement and Repair numbers use only raw numbers so they can be used in different ways with the calculator.
Example: Reimbursement vs. Reimbursement with overhead for Louisiana means 20% is added to the reimbursement costs where in North Carolina it may not be added. So we work with the Reimbursement amount and the program will add based on feedback from different disaster victims in different states.
Select all the fields and enter your numbers that match your calculations or the states calculations. You can find issues very quickly and you can experiment with numbers.
SBA DOB for everyone below 120% AMI is automatically processed according to HUD Guidance of 2019.
SBA DOB for those above 120% AMI is based on hardship percentages that at this time are crafted and based very loosely on HUD, State and SBA procedures on processing hardships. The numbers I have used are not that of the state or federal government. They are from research I have done on the many different executive branch agencies related to hardships.
